Challenge

Longline fishing vessels operating in Pacific waters occasionally hook or entangle protected marine species. When that happens, the crew’s ability to handle and release the animal correctly, quickly, and safely determines whether it survives. NOAA’s Pacific Islands Regional Office had developed illustrated guides covering the proper procedures for four distinct species groups: sea turtles, marine mammals, and sharks and rays, each with different anatomy, behavior, and handling requirements.

The illustrated guides were accurate, but. They were not sufficient. A static 2D image can show a position or a technique at a single moment in time, but it cannot show how a person moves through the procedure, how the animal’s body responds, how to adjust when something does not go as expected, or how to read the cues that indicate the animal is in distress. Handling a live protected animal in an active fishing environment requires procedural knowledge that illustration alone cannot convey.

NOAA needed training content that could demonstrate these procedures in motion, in three dimensions, with the anatomical accuracy required for effective conservation training, and in a format that vessel operators could access before and during their fieldwork. The stakes were real: workshop attendance is an annual requirement for permit renewal, meaning these videos would become a foundational element of the certification program for every longline operator in the region.

Action

V! Studios developed a comprehensive series of 3D animated training videos, one for each of the four protected species groups, translating NOAA’s existing illustrated guides into dynamic visual instruction.

The production began with close collaboration between V! Studios’ animation team, NOAA’s marine biology experts, and fishing industry specialists. The goal was to ensure that every detail, species anatomy, body mechanics, handling posture, equipment interaction, and environmental context, was accurate enough to serve as genuine training material rather than a general illustration of the topic.

A deliberate design decision was made to maintain visual consistency with the original 2D illustrated guides. Field operators already familiar with the printed materials would encounter the same visual language in the animations, reinforcing rather than replacing their existing reference. The 3D format added what the guides could not provide: movement, perspective, and sequential demonstration of multi-step procedures shown in real time.

Result

The training series became part of NOAA’s mandatory certification program for longline vessel owners and operators across the Pacific Islands region. More than 300 fishermen and vessel owners attend the workshop in Hawaii every year, and nearly 100 are trained in American Samoa. Every operator who takes the workshop encounters V! Studios’ animations as part of the core training content.

The four-video series gave crews species-specific guidance in a format they could watch, replay, and reference, covering the distinct handling and release requirements for each protected species group. Distribution through YouTube and the workshop website made the content accessible to operators across the Pacific without requiring in-person viewing at a single location.
