Challenge

The U.S. Chemical Safety Board is an independent federal agency with a specific and unusual mandate: to investigate chemical accidents, determine root causes, and use those findings to prevent future incidents. The CSB does not regulate. It does not fine. It does not cite. Its only tool for driving change in industry practices, regulatory decisions, and public awareness is the quality and clarity of its communication.

The problem is that the subject matter – , chemical facility explosions, molecular-level reactions, blast dynamics, and rapid-onset fires -, is inherently difficult to communicate to a broad audience through text and photographs alone. An accident investigation report can describe what happened in precise technical terms and still fail to convey it to the workers, safety managers, regulators, and legislators who need to understand it well enough to act. Traditional formats were insufficient for the complexity of what the CSB needed to show.

The agency needed a way to make the evidence visible: to reconstruct accident scenarios with sufficient accuracy and clarity that a viewer with no chemistry background could understand what went wrong, why it mattered, and what should change as a result.

Action

V! Studios worked directly with the CSB’s investigative team and video producer to develop forensic 3D animations depicting chemical accidents with the accuracy required for evidentiary use. Every animation was grounded in the CSB’s actual investigation records: plant layouts, equipment designs, photographs, schematics, and witness testimony. Nothing was approximated or dramatized beyond what the evidence supported.

The animations reconstructed chemical facilities and refinery environments in three dimensions, including detailed representations of specific equipment, vehicles, and personnel. They depicted molecular and large-scale chemical interactions, fire behavior, and blast wave propagation, each rendered to accurately represent the underlying physical and chemical processes. Storyboards and animatics were developed and reviewed with the investigative team before full production began, ensuring that the scientific accuracy of each sequence was validated prior to committing significant production resources.

In addition to the primary animations, V! Studios developed graphics, logos, and supporting visual elements for use in the safety videos and on the CSB’s website and investigation reports. Sound design and mixing services were provided to support the overall impact of each finished video.

The finished safety videos typically ran under 15 minutes each, a length chosen to maximize watchability and retention across the agency’s target audiences: workers, safety professionals, industry stakeholders, regulators, and legislators.

Result

The animations V! Studios produced for the CSB have been used in congressional testimony and regulatory proceedings, placing them in some of the most consequential policy and safety contexts in the federal government. They have also been incorporated into training modules and interactive applications that extend the reach of each investigation’s findings well beyond the initial report release.

The visual content gave the CSB the ability to do what its mandate requires, but its investigative reports alone cannot accomplish: show a non-specialist audience exactly what happened, in a format they can follow and remember. That capability is not supplementary to the CSB’s mission. For an agency whose only instrument of change is communication, its mission is that communication.

Impact

Forensic animation for federal accident investigation is a narrow and demanding discipline. The work has to be accurate enough to withstand scrutiny in regulatory and congressional settings, clear enough to communicate to a general audience, and compelling enough to hold attention through subject matter that is often technically dense and occasionally harrowing. Those three requirements do not always point in the same direction.

V! Studios has produced this work because it combines the scientific and technical rigor to get the details right with the production capability to make the result watchable. The same team that animates NASA’s science missions for public audiences can reconstruct a chemical plant explosion from evidentiary records for use in congressional testimony.
